IM-SSF CAP3 Is Not Using X-wcs-service-key Header (Doc ID 2466843.1)

Symptoms

Customer has found that the x-wcs-services-key header has no effect with IM-SSF modules. 
They are using SIPp to inject x-wcs-service-key, but the Subscriber Data Service Key overrides it in InitialDP servicekey. 
Even after changing the serviceKeyOverrideForInMediationMode attribute to true, the behavior is the same.
