Outage Flags Disappearing in the NMS Viewer

Experiencing outage flags and outage highlighting disappearing in the Viewer on active events. This is a widespread issue impacting multiple users. We have tried running both the "Action any.publisher* ejb resync" and "Action any.pub* ejb refresh", which temporarily corrected the issue, however, the issue began to reappear 30 minutes later.
Expect outage flags and highlighting would not disappear.
