Symptoms

Actual Behavior
---------------

The Conflict Checking runs too long, about 3 hours for Approved Status and 12 hours for Worksheet Status, when the user Submits and Approves a large Dept that has 7 million item/location records and 2000 SKUs suggested for clearance markdown.

Expected Behavior
-----------------------
Expect the Conflict Checking to take about 30 minutes for this volume.

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to approve the event for a Dept that has about 7 million item/location records with about 2000 SKUs.
