Cannot Create Franchise Return Without RMS Internal Code (Doc ID 2467653.1)

Symptoms

Field "Franchise Order Number" on FDETL register requires that RMS_WF_ORDER_NO be informed, but, that number is not published to external systems at any moment, Users are not able to create franchise order return without accessing RMS Screens to get the correct code. If they try to create any return with an external code, following error is encountered:

Error: The WF Order No for the file with customer return ref no %s1 is null. Line no %s2. (FR_WF_ORD_NULL) - WF_RETURN_UPLOAD_SQL - Line 184.

External system that will generate wfreturn* files do not have access to RMS screen and user are not able to create returns without that reference.

Steps to Reproduce:
1. Upload a franchise return through wfretupld.ksh without RMS franchise order number.
2. Notice that system requires franchise order number in EDI file.
