ReSA Batch Program SASTDYCR(Store Day Create) Fails On Restart. (Doc ID 2467706.1)

ReSA SASTDYCR Program fails upon restart as the batch logic assumes the stores will be fetched in ascending order, which is not the case.

Steps to reproduce:
-------------------

Make sure SASTDYCR batch aborts with error.
To rerun the process update the restart_flag to 'Y' and then run the batch again.
Query the SA_STORE_DAY table to validate the records. Note that some of the stores are missing
Run the batch again to create the records for missing stores.
