Auto Schedule Later is Sometimes Getting Unchecked When Routing a Case - Why?

Goal
When a case is routed from one workflow state to another e.g.
- Click to Save Case
- Next click on icon to Route the Case Forward to Next or Back to previous Workflow e.g.
It is being correctly locked as part of the routing configuration (Note: This is set via [Argus Console] - [System Configuration] - [Workflow] - Workflow [Rules] where 'Lock on Case Route' is selected for this routing step e.g.
- This will lock case on Route.
- Once locked, under the [Regulatory Reports] tab for the case, the 'Auto Schedule Later' checkbox should be checked so that the AGService knows to pick the case and schedule reports.
This is not happening on some cases, rather the auto schedule later checkbox is getting unchecked.
However if locking the case without routing it, the checkbox remains checked and reports gets scheduled correctly.
What is reason / root cause for this ?
