ACTUAL BEHAVIOR

Proport procedure produce unexpected results for combinations with very few data points of sales history (all of which are coming from recent months)

1. For Combination when first sales for an item happens, its glob_prop is enormously high when the item sales is in recent month and this is causing proprot to higher for all p1...p12
2. proport_spread = 0 is not working . Months with missing history did not get zero proportions when proport_spread = 0, while months with existing history have same very high proportions.

Proport produce different results for combinations with few data points of sales in recent months .

STEPS

The issue can be reproduced at will with the following steps:
1. Execute proport procedure.
2. Check the results.
