RIB is not Generating Routing Info in Case a Message is Published Without it When Converting ASNOUT to ASNIN (Doc ID 2468992.1)

Symptoms

RIB is not generating routing info in case a message is published without the routing info for ASNOout to ASNIn conversion. 

When trying to publish ASNOut message from external system which does not contain routing info about to_location and from_location, RIB is not able to generate routing info and is not converting ASNOUT to ASNIN.

When using any retail application (SIM / WMS), if routing info will be not added then TAFR will not generate this routing info properly. If both from location and to location are not provided in routing info then TAFR is able to generate at once only to location routing info.
