Users Not Able to Place Jumpers. Error on Spatial Index, DIAGRAM_OBJECTS_LL_IDX (Doc ID 2469309.1)

Symptoms

Users not able to place jumpers in NMS

Users are not able place jumpers in NMS, error states: "The requested jumper could not be placed"
Looks to be due to a failure in a spatial index, DIAGRAM_OBJECTS_LL_IDX, the DOMIDX_OPSTATUS value int the ALL_INDEXES table for this index is FAILED.
 

Error seen in the MBDBService log
11/01/18 01:08:15: 0x7f1a605da700,ctp=0x227ff48,"sql" sql error: (alter index diagram_objects_ll_idx parameters ('index_status=synchronize')) from (1/2:100013.0), result=-1 ORA-29869: cannot issue ALTER without REBUILD on a domain index marked FAILED
:xoffset, :yoffset, :textAttr, :gcls, :gidx, :ds, to_date('11/01/2018 01:12:39','MM/DD/YYYY HH24:MI:SS') )) from (1/2:100013.0), result=-1 ORA-29861: domain index is marked LOADING/FAILED/UNUSABLE
