Symptoms
Users not able to place jumpers in NMS
Users are not able place jumpers in NMS, error states: "The requested jumper could not be placed"
Looks to be due to a failure in a spatial index, DIAGRAM_OBJECTS_LL_IDX, the DOMIDX_OPSTATUS value int the ALL_INDEXES table for this index is FAILED.
Error seen in the MBDBService log
