'CasAccessTier.rcp' Does Not Change the Store.Dbtype to 'cassandra' (Doc ID 2469443.1)

Symptoms

'CasAccessTier.rcp' does not change the store.dbtype to 'cassandra'. It still shows 'store.dbtype = bdb'.

However, using the 'configure --cassandra' command sets 'store.dbtype = cassandra'.
