Incorrect Tax Amount in Invoice Due to Multiple Adjustment Events with Tax Impact Type 64 (Doc ID 2469531.1)

Symptoms

After rerating, the impact type for PIN_IMPACT_TYPE_TAX_RERATED was not being set back to PIN_IMPACT_TYPE_TAX.

Consider this scenario:
1.  Create a postpaid account on BDOM 16 with bill cycle Apr 8 to Apr 16
2.  Purchase a plan A that grants 40 prorated free peak air minutes
3.  Process a long distance call with start time Apr 10 08:00:00 AM and duration of 31 min
     -  The 31 min air time is charged at $0.3/min and then discounted due to availability of free air minutes.
     -  A toll is charged at $0.25/min
4.  Perform plan transition from plan A to Plan B that grants 40 prorated free air min
5.  Execute rerating
     -  An adjustment event got created.
6.  Perform plan transition from plan B to plan C that grants prorated 20 free peak air minutes
7.  Executed rerating
     -  An adjustment event got created.
8.  Perform plan transition from plan C to plan D
9.  Execute rerating
     -  An adjustment event got created.
