On : 12.2.5 version, Constrained planning in Test

Users are experiencing a dramatic increase in run time for the MSONWL64 executable (Memory Based Planner 64-bit Linux) after few orgs were added to the MPS Plan. Adding the new distribution center orgs to the plan is necessary to support the Merchandiser items BOM explosion through the MPS plan. Users are running an ECC Constrained Without Detailed Scheduling Plan and the log file for MSONWL64 module: Memory Based Planner 64-bit Linux
Starts 16-JUN-2018 23:31:48
Ends 17-JUN-2018 11:17:07
Total about 12 hours
Key timing in the log is with SCO code

.....Optimization completed 696:14 (11+ hours)

Expect the plan to complete in 6 hours or less

The issue can be reproduced at will with the following steps:
1. Add a couple of new Orgs
2. Run ECC Constrained without detailed scheduling plan
3. Note the plan takes 12 hours in MBP log file alone
