How to resolve this error when executing "pin_opspec_to_schema_v2"utility script?

The issue can be reproduced at will with the following steps:

1) Create the XSD file from the XML file opcode spec.
     For example:
     Use an already existing XML opcode spec PCM_OP_CUST_SET_STATUS.xml
2) Use the utility pin_opspec_to_schema_v2 to generate the xsd file, which is used for payload input.
