Multiple requests triggering from UI (Doc ID 2472577.1)

Symptoms

DIH publish all and unpublish all activity triggered multiple requests from UI. Manage server Access log shows activity triggered multiple times.

Webservice connectivity dropped and all the subsequent activities failing like publish all or unpublish all failed with below errors.

javax.xml.ws.WebServiceException: java.net.ConnectException: Tried all: '1' addresses, but could not connect over HTTP to server: '', port: '9998'

Changes

 No Changes to the Environment. This behaviour observed only from client network.
