On : ORMB 2.6.0.1.0 version, BI - Billing

C1-BLGEN - Bill Segment created incorrectly for an already billed coverage period

ACTUAL BEHAVIOR
---------------
Environment: UHG Test
We identified an issue with invoicing using 3-batch billing process (C1-BLGEN). We noticed that there were different number of bill segments created for pending bill for the same account if invoice created online vs using C1-BLGEN for the same cutoff period. Using C1-BLGEN there were Bill Segments created for a coverage period that was already invoiced previously.


EXPECTED BEHAVIOR

Same number of bill segments created for pending bill for the same account if invoice created online vs using C1-BLGEN for the same cutoff period

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run 3-batch billing process (C1-BLGEN)
2. Run Online billing.
3. Check for C1-BLGEN if there were Bill Segments created for a coverage period that was already invoiced previously.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, bill segments created incorrectly for an already billed coverage.
