Garbled SMPP SMS Notifications Appear on Handsets

Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C), outbound notifications from Messaging Manager (MM) from the Advanced Control Services (ACS) Send Notification (NOTF) node may appear garbled on a handset when sent out of Short Message Peer to Peer (SMPP).
This leads to customer dissatisfaction due to being sent a notification they cannot read.
It is expected that the outgoing notification be sent with the text defined in the ACS notification for the given language.
