OFSAA Application Suddenly Showing Invalid Request / Error while processing request and ORA-01017: invalid username/password; logon denied Errors (Doc ID 2475089.1)

Symptoms

On OFSAA 8.0.5, the OFSAA Application is not responding even after attempting to restart all services. After attempting login the following error message appears:

Invalid Request / Error while processing request

The following additional error is seen in the SMSService.log file:

This instance was previously working and there were no known changes or patches applied to affect this instance. Both Tomcat and Database are remote servers.

The issue can be reproduced at will with the following steps:
1. Stop and restart all OFSAA services
2. Attempt to login
