All the Agile Cluster Managed Nodes Starts in Admin Mode and Agile Cannot Be Reached (Doc ID 2475361.1)

Symptoms

Restarted the Agile application cluster, and all the managed server nodes start in 'Admin' state. Agile is unreachable.
