Email Notification Message is not Sent With External Authentication Configuration (Doc ID 2475859.1)

Symptoms

There is no Email Notification sent after creating/accepting/rejecting a transfer requests if "Authentication method" is EXTERNAL.

Steps To Recreate:

1. Set Email configuration option to Yes for Transfers.
2. Create transfer request or approve any existing request.
3. Record is inserted in NOTIFICATION table but there is no record in MPS_STAGED_MESSAGE table.
