Symptoms

On : BRM 12.0.0.0.0 version, Core Billing

When running pin_bill_accts utility in order to produce bill for an account no bill is produced despite pin_virtual_time(PVT) of environment is greater than PIN_FLD_ACTG_NEXT_T of the relevant /billinfo (which is "Tue Jan 1 00:00:00 2019").

In the cm.pinlog covering the run of pin_bill_accts, it can be seen that PIN_FLD_END_T field is set to system time (Nov 22 00:00:00 2018) despite the pin_virtual_time of environment is "Jan 1 00:00:00 2019"
