Error is encountered when importing WSDL of C1FACompletionWithSteps XAI Inbound Service

ERROR

Error: Attribute with the name 'CharacteristicValue' already defined for null.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to XAI Inbound Service - locate the WSDL URL of C1FACompletionWithSteps
2. Load WSDL url onto SOAP UI
3. Error is retrieved

EXPECTED RESULT
------------------------------
WSDL is loaded successfully and request schema is generated on SOAP UI


BUSINESS IMPACT

The issue has the following business impact:
The Field Activity Meter Test uses Completion with Steps to complete the order. This FA is Council mandated as a way to ensure that a meter is working properly. This is a critical field activity for the customer. We will be unable to round trip field activities and complete the data mapping necessary to move in to the next phase of our project. We are currently looking to move to Test in November. If this is delayed we will be unable to test at the correct time with the CCB SP1 patch and this will cause delays to both projects.
