CP Horizontal View Errors Oracle.apps.fnd.framework.OAException After Applying One Off Patch (Doc ID 2477564.1)

On : 12.2.6 version, User interfaces in Test:

Users applied one off patch 28609749 to fix a problem with the list of values erroring out in the User Preferences for Category from bug 28352816 in Collaborative Planning. It's confirmed customer has the following file versions and the entire instance was bounced after patching: 120.2.12020000.3
MSCXUSERPREFSETTOP.xml 120.1.12020000.3

Now when they are in the CP horizontal view in the Planning tab and select Edit Preference button they see the following error

Exception Details.
 oracle.apps.fnd.framework.OAException: Could not create Java class: (oracle.apps.msc.supplychain.webui.UserPrefSetResultCO) associated with region: (Mscxuserprefsetresultregion). This is probably because the class name is wrong or not included in project.

The problem also occurs if they go into Admin and select the Edit Preference button as well

The issue can be reproduced at will with the following steps:
1. Apply one off patch 28609749 to fix CP Category list of values error
2. CP preferences now error when just selecting Edit Preference button
