Oracle EBS MPS Is Being Un-Relieved By Cancelled Work Orders Using Entire Job Qty (Doc ID 2477681.1)

On : 12.1.3 version, Work Order Definition

Master Production Schedule is being un-relieved by cancelled work orders using entire Job Quantity instead of the previously relieved quantity.
This causes over-statement of supply from MPS and other work orders.

When a discrete job is cancelled or quantity changed, it should perform Production un-relief based on the previously Relief Quantity by that discrete job and not by the entire job quantity.

The issue can be reproduced at will with the following example:
1) New MPS is defined for 100 units
2) Work order # 1 is created for 15 units
3) Work order # 1 relieves MPS by units. So, Current Qty = 100-15 = 85
4) Work order # 2 is created for 100 units
5) Work order # 2 relieves MPS by 85 units, since this is Over Production
6) Work order # 2 is cancelled
7) Work order # 2 un-Relieves MPS by entire Work order quantity of 100 instead of the previously Relieved Qty of 85 only.

The issue has the following business impact:
Due to this, overall production is over-stated leading to incorrect planning.
