Unable to access custom login page after upgrading from to

Customer mentions that they have a custom login page, which is really just a copy of loginpage.jsp on their system that they use to log in to Demantra when they had a maintenance page up to prevent logins.

This page is called Copyloginpage.jsp and it allows them to get in even when they have modified the regular loginpage.jsp file to prevent logins.

Now they have upgraded to and have copied the loginpage.jsp located in /demantra/portal and named the copy as Copyloginpage.jsp but when they try to go to it they get the message
"You have attempted to access a page for which you are not authorized".

There are no errors in the logs when the issue reproduced
Note: Their Demantra application is deployed on WebLogic on Windows.

Is there something else that they have to modify to allow me to get to the Copyloginpage.jsp from Internet Explorer.

"You have attempted to access a page for which you are not authorized".

The issue can be reproduced at will with the following steps:
1. Make a copy of the loginpage.jsp as Copyloginpage.jsp
2. Try to access the Copyloginpage.jsp

The issue has the following business impact:
Due to this issue, users cannot use the splash page
