Cannot Update a Policy with Policy IP when the Policy Code Has Lower Case Characters (Doc ID 2478580.1)

Symptoms

When a policy is created all lowercase characters in the Policy Code are set to uppercase.  If through the IP this Policy with the same Policy code (including the lowercase characters!) is updated, instead of updating the policy or creating a new one, an error is thrown:
