Replication of CCS Data Failing with Oracle Error "ORA-01843: not a valid month" (Doc ID 2478872.1)

Symptoms

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C) up to and including 12.0.1.0, an issue can occur when creating a new subscriber in the Charging Control Services (CCS) Subscriber Management screens resulting in the row not replicating to the Service Logic Controllers (SLCs) and Voucher Wallet Servers (VWS').

The following error is logged by the updateLoader processes:

Here the ACS_CUST_ID is NULL in bad example and the rest of the fields are shifted by 1 and as a result, the Calling Line Identifier (CLI) is interpreted as the CREATION_DATE which is causes the ORA error when the updateLoader tries it commit the value to a column with a DATE datatype.
