IPSA Support For "set COS Nn" In Cisco IOS XR Cartridge

Symptoms
We Require support for the command "set cos nn" in the Cisco IOS XR cartridge.
Sample configuration below:
policy-map EGRESS-CHILD-CUSTOMER1
class EGRESS-CUSTOMER1-CS7
set cos 7 police cir 25000
conform-action transmit
exceed-action drop
Note that this configuration is already implemented in the Cisco IOS cartridge which is what the Cisco IOS XR cartridge is based on. However, it's enabled by an option in the Cisco IOS cartridge which is not available in the Cisco IOS XR cartridge. There is a need to have this functionality turned on by default in the Cisco IOS XR cartridge.
