After Upgrade, Seeing Error "String index out of range" in WebLogic Logs (Doc ID 2479494.1)

After upgrading to Oracle Utilities MDM V2.2.0.2 and OUAF V4.3.0.6, we are seeing the following error in the WebLogic logs.
