XItem Raising SINGLE_UDA_EXISTS For Item_level/tran_level = 2

Symptoms
When attempting to create item_level =2 and tran_level=2 item the below error is displayed the following error occurs.

Error ORA-20001: There should only be one UDA for the item/UDA ID.UDA_ID,ITEM:"A"returned by program unit CORESVC_ITEM.PROCESS_UIL.
Steps to reproduce :
1) Configure some UDAs on RMS to be used to the items and using the flag single_value_ind = 'Y'.
2) Create an style using XItem interface. The style will be created
3) Create a child using XItem Interface. The child get stucks on RIB hospital with error: Error from {call RMSSUB_XITEM.CONSUME(?,?,?,?)}: [E] Error ORA-20001: Debe haber solo un ADU para el artículo/ID de ADU.UDA_ID,ITEM:100000480 devuelto por la unidad de programa CORESVC_ITEM.PROCESS_UIF.
