Goal

Headend UOM Lookup Does Not Work with Multiple Jurisdictions which may have Different Meter Register Configurations

When there are multiple jurisdictions with varying meter configurations, this does not work with the current functionality of the Headend UOM Lookup Extendable Lookup. This Extendable Lookup can currently only handle a 1 to 1 mapping of register name to UOM/TOU/SQI. For example if we have a register named "AB" in jurisdiction 1, which maps to KWH/ONPEAK/DEL...and a register "AB" in jurisdiction 2, which maps to KWH/OFFPEAK/DEL...the referenced lookup table can not map both of these registers.
