PI Unable to sign Casebook at subject level - Casebook level Signature form does not exist (Doc ID 2480281.1)

Symptoms

 The customer reported that the PI user was not able to sign casebook at subject level. When the user clicked on the Signature tab, it displayed only CRFs to sign.  The option to sign casebook at subject level was not available.

 The PI role had the casebook level signature privilege. The PI user was in correct signature group.
