Auto generating Item Number For Item Number Type Ucc14 Is Not Working

EAN / UCC number does not get generated.
Steps to reproduce:
1. Create an item in RMS.
2. On the create item screen:
- Type: Regular item
- Pick D/C/S
- Transaction Level 3
- Number Type: EAN/UCC
3. The cursor will just keep circling/loading. No item # will be generated even when waiting for more than 10mins.
