Customer Segments Option Is Not Found Anymore in RMS Version 16 GUI

In versions 13.2.5 and 13.2.8, there is a form from which one can create new and edit existing customer segments. Browsing through the RMS version 16, this form is not found, although the table CUSTOMER_SEGMENTS exists in the back-end.
Manually inserting the records via the database is working, but is there any explanation for removing the form? And, is this workaround an approachable solution from Oracle?
