Symptoms
When attempting to create new UDFs, the following error occurs.
ERROR

com.primavera.bo.common.ProjectLockedException: Cannot edit UserDefinedFieldValue, the project is either locked exclusively or checked out by another user.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to create UDFs using the API
e.g. create(Session session, UDFValue[] udfvalues)
2. Error occurs for one project even though the project is not Locked or Checked Out
