MSS 6.3.0  |Security Permissions | TBS_UTILS

MSS Version=6.3.0b679

User is getting the following error while trying to access the "Encrypt Password" window from the tbs_utils.exe . 

 

 

 The permission to enable this window is also not visible /present in the Security screen.What needs to be done in order to allow the user to access the Encrypt password screen .
