SnmpService Is Not Generating Traps (Doc ID 2484479.1)

Symptoms

On OCSG 7.0, SnmpService is not generating SLA related alarms/traps.
The issue can be reproduced at will with the following steps:
1. There are alarms in OCSG --> Alarms
2. SNMP Service is enabled, EDRService is enabled
3. Trap Listenner were added
4. NT servers are not generating alarms
