MedDRA_Recode_Failure_PTMisMatchJ Sheet Has Records That Were Not Re-coded to MedDRA J Latest Version - Why ? (Doc ID 2484828.1)

On Applications Oracle Argus Safety Version : 8.1.1

While performing a MedDRA upgrade from MedDRA J 21.0 to MedDRA J 21.1, it was noted that there were a few records (around 1500) that were captured in the MedDRA_Recode_failure_PTMisMatchJ sheet with the error

"Error - Cannot Encode - LLT(E) and LLT(J) not under same hierarchy in MedDRA Dictionary".

On review of a sampling of cases in logs from this sheet observed that the LLT(J) Code for these cases is blank whereas the LL(J) term is populated why is this ?
