Error When Importing E2B R3 File With Attachment - "Error while Base 64 Decoding - Error decoding compressed data" (Doc ID 2485416.1)

Symptoms

A PDF attachment is causing the import failure for an E2B R3 file. When the attachment is removed, the file can import successfully. The following error is observed when the attachment is included:
