Planning Data Pull Erroring Out with NO_USER_DEFINED error (Doc ID 2485687.1)

Symptoms

On : 12.2.5 version, Data Collections

Planning data pull is erroring with "Error in Refresh Snapshot process. Please check log file of request id: on source instance.".

When we check in the source instance there is no request launched for Refresh Collection Snapshot.
We are launching this from a custom responsibility.
When we launch from the seeded Advanced Supply Chain Planner Responsibility, it is launching refresh collection snapshots and the program is completing fine.

ASCP Destination instance is InstanceA.
We have two source EBS instances
  InstanceB - 12.2 instance
  InstanceC - 12.1.3 Instance


Collections is being launched from InstanceA from the custom responsibility XXXXXXXXXXXXX


When Collections is launched from InstanceA against InstanceC, Collections completes without error.
When Collections is launched from InstanceA against InstanceB, Collections errors

1. Launch Collections from the Custom Responsibility XXXXXXXXXXXXX
