ATO Model Not Exploding All BOM Levels Into The MDS (Doc ID 2487186.1)

Symptoms

On : 12.1.3 version, Master Demand Schedule in PROD

Users have an ATO model BOM like the one below that will only explode into a Master Demand Schedule (MDS) down to Level 1 item = JMLKLC-05 but will not go any further. As a result, all the level 2 and 3 items are not being planned in MRP

Other ATO models are similarly setup, however they explode down through all levels of the BOM as expected. Item = JMLKLC-05 is confirmed to be setup as a make item

EXPECTED BEHAVIOR

Expect all the BOM levels to explode and show in the MDS

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Explode forecast for ATO Model into an MDS
2. Review the model explosions and find most explode down through the entire BOM but one model does not
