OHF 7.1.4 Database Patch Fails On Step One (Doc ID 2487195.1)

Symptoms

On : 7.1.4 version, Installer and configuration

When attempting to implement OHF 7.1.4 database upgrade per 2385613.1, the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run OHF 7.1.4 upgrade patch.
2. Patch failed when running cdm_714_install.sql on step 1.
