IMD is not created for first record in a Landis + Gyr interval file through SGG (D3 Adapter)

When processing a Landis & Gyr Interval file through SGG (D3 Adapter), the first record is ignored an no IMD is created.
Landis + Gyr Command Center version is 7.0.

The issue can be reproduced at will with the following steps:
1. Process interval file through SGG (D3 usage)
2. review IMD's created in MDM for the first device in the file
3. No IMD is created for the first UOM in the file (KWH)

Workarounds Used
Workaround is to edit the interval file and add the header record before moving the file to the OSB input directory.
