EXCHANGE RATE UI: Searching with 'Effective Start Date' does not Filter Out Results and 'Effective Start Date' Fields Appear Twice (Doc ID 2487682.1)

Symptoms

On RMB v2.6.0.1.0 against FW v4.3.0.4, filtering with 'Effective start date' in Exchange Rate UI does not give expected result and it shows the field twice.

ACTUAL BEHAVIOR

Issue 1 :  On Exchange rate UI -. Search By 'DATE' -> If user selects particular 'Effective Start Date' and try to search records then search result gives all the records which has start date earlier than and also records which have start date later to what is entered in Search criteria.

Issue 2 : On Search By 'Date' portal -> Search criteria 'Effective Start date' is appearing twice

EXPECTED BEHAVIOR

For Issue 1, search results should be filtered as per criteria selected in the UI.
For Issue 2, there should not be a redundant "Effective Start Date" field. But if there is any typo with Label, then it should be corrected. As per understanding, "Effective End Date" is logical.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Exchange Rate portal: Search by ‘Date’, selecting From Currency and To Currency and blank Effective Start Date.
Search result displays all the FX rate records of ‘FROM’ and ‘TO’ currency entered in search criteri.a
2. Now enter a particular date in "Effective Start Date" field and do the search.
In earlier result, there is a record with start date = ‘16-3-2018’. So pass this date in ‘Effective start date’ criteria.
Still result is displaying all the records. Records with start date earlier to ’16-3-2018’ and records with start date later to ’16-3-2018’ are also getting displayed. It is not getting filtered based on the date selected.

Issue 2: In search criteria both the date fields are having label as ‘Effective Start date’ only.

Due to this issue, user is not able to retrieve a record of a particular date which is business expectation.
