Error "404--Not Found" While Accessing Billing Care REST API (Doc ID 2488206.1)

Goal

The user has installed Billing Care version 12, in test mode, and selected the option "Billing Care REST API" (and not "Billing Care Application").
After the installation is complete, Error 404--Not Found showing on the browser when the user is trying to access the REST API with the URL:
http://<Server IP Address>:7011/bcws

What is the reason for this error and how to access the REST API to invoke the desired web services?
