sa_parm.sql Script Is Incorrectly Updating Existing Total Configuration In SA_PARM Table while migrating from 14.0.X to 14.1.X or higher. (Doc ID 2488743.1)

Symptoms

While upgrading from RMS/ReSA 14.0.X to any version higher than 14.1.X release, sa_parm.sql script is incorrectly updating the existing total configuration in SA_PARM table.
In the 14.1.X release, new parameters have been introduced with parm_id sequence starting from PARM000000010000. If there are new totals defined in 14.0.X which made an entry in SA_PARM table with parm_id sequence  > PARM000000010000 then, while migrating this would clash with the new parameters and the existing total configuration will be corrupted.
