'Parallel DML not specified in table or improper entry in table' Error When Running Allocation (Doc ID 2489447.1)

Symptoms

In Oracle Financial Services Profitability Management (PFT), when attempting to run an Allocation after enabling the Parallel DML option, the Allocation engine is not using the Parallel DML.  The Allocation runs for a very long time.  The following messages exist in the Allocation Engine log file:

Module Logging OFS Access module data: SELECT
SELECT PARALLEL_QUERY , PARALLEL_DML , PARALLEL_DEGREE ,
PARALLEL_DEGREE_POLICY
FROM FSI_PARALLEL_PARAMETERS
WHERE PROCESS_ENGINE_CD = 0

Module Logging OFS Access module data: ALTER
ALTER SESSION
SET PARALLEL_DEGREE_POLICY = AUTO

Module Logging OFS Access module data: ALTER
ALTER SESSION ENABLE PARALLEL QUERY

Module Logging OFS Access module data: Parallel DML not specified in table
or improper entry in table

As a result of this issue, Allocations have slow performance.
