User Management As Power User, You Have Attempted To Access A page for which you are not authorized

On : 12.2.7 version,
When attempting to access User Management as a Power user, get error You have attempted to access a page for which you are not authorized
For any user who is not setup as a System Manager, when the user tries to access User Management, user gets the error
This happens only when they login to the Demantra Local Application as a user other than System Manager
If at point open up a browser and and go to userManagement.jsp
Log in as the user other than System Manager
Error message pops up
However if they login as a user with System Manager to the userManagement.jsp, it works
Also if they login to anywhereLogin.jsp as user other than System Manager and then open up another browser and go to userManagement.jsp as a user other than System Manager, here it works
"You have attempted to access a page for which you are not authorized".
The issue can be reproduced at will with the following steps:
1. Login to demantra Local Application as a user user other than System Manager
2.Then login in a browser to userManagement.jsp as user other than System Manager
The issue has the following business impact:
Due to this issue, users cannot log themselves out
