RIC Throws "Could Not Connect To RibIntegrationMonitorService (null)." Error (Doc ID 2490031.1)

Symptoms


After installing Retail Integration Console (RIC) on the RIB and the Oracle Retail Service Backbone (RSB), you get the errors in dashboards the RIC console.

Steps to Reproduce

The issue can be reproduced at will with the following steps:
1. Install RIC.
2. Notice the errors on the RIC dashboard.
