On : 2.3.0.2.0 version, Common Dispatcher Interface

ACTUAL BEHAVIOR
---------------
Horizon scroll bar missing on CDI Scheduling Gantt after refresh when Plan View is set to default

Dispatchers that use the Plan View on the CDI Scheduling Gantt lose there horizontal scroll bars.

STEPS TO REPRODUCE
--------------------------------------
(1) Navigate away from the CDI
(2) Navigate back to the CDI
(3) Horizontal scroll bars are still missing
(4) Switch back to the Standard View
(5) Switch back to the Plan View
(6) Horizontal scroll bar is restored
