Goal

Why is the extendExpr executed on the already extended measures coming from compressed.config? Isn't that redundant?

load_measures.sh uncompresses all measures from compressed.config up to the planning horizon. If the flag -beyond is specified, it is up to the planning horizon plus the days beyond planning horizon.

After the loading and the necessary processing, the extendMeasure function is called for all delta measures.
